The UN-backed proposal of a two-zoned federation for Cyprus is supported by both the Greek and Turkish governments, eager to solve the dispute. Under this plan, each community would have its own territory but share a number of government functions and ministries.
TRNC president Rauf Denktas, aware of the Greek Cypriots suppression of the Turks prior to 1974, is unwilling to accept a plan that does not ensure full sovereignty and political equality for Turks. Greek Cypriots, in turn, fear the plan would lead to domination of their affairs by the small Turkish minority, who would be able to veto all government decisions.
